CLUSTER ALLIANCE MED BLUE
CallmeBLUE is a project co-funded by the European Union, aiming to strengthen existing cluster alliances in the Mediterranean area and to accelerate north-south regional cooperation towards the emerging of strategic maritime clusters in North Africa.
This WP ensures the efficient coordination and high-quality implementation of the project. It covers administrative and financial management, internal and external communication with the EU Commission CINEA Agency and partners, and establishing a robust Quality System for continuous monitoring.
WP2 defines the foundation by conducting a needs and gaps analysis through in-depth desk research, interviews, and focus groups among southern shore's countries within the scope of embryonic and emerging maritime clusters (e.g., Mauritania, Morocco, Egypt, Tunisia, Algeria).
The objective is twofold:
At a first stage - the preliminary analysis aims to: Identify Med areas and countries interested in cluster establishment and/or strengthening. Map relevant actors (policy makers, sectoral bodies, research centres, business) and assess the requirements for improving governance capacity and facilitating stakeholder cooperation in the Southern Mediterranean blue economy.
At a second stage - the needs and gaps analysis aim to: Focus on selected countries - where cluster initiatives are not yet existing and where clusters exist, even if at an embryonic level and identify the most promising blue economy sectors.
Building on WP2, this WP implements concrete, tailor-made pilot actions at the territorial level. The focus is on empowering local actors and reinforcing the robustness of emerging clusters by promoting North-South best practices exchange, knowledge transfer, and preparing maritime actors on the legal/structural aspects for cluster creation.
Key goals include raising awareness, promoting sustainable blue economy strategies, and enhancing public-private integration and inclusion (women/youth).
WP4 focuses on the regional dimension, engaging policy bodies to highlight the relevance of maritime clusters and the blue economy in the policy making processes and investment plans. Actions aim to define a regional dialogue, influence policy makers, foster a pan-northern-African alliance and joint strategic plan of South maritime clusters by creating synergies and new collaborations.
This WP maximizes the CallMeBlue's outreach through effective communication, exploitation of results, and ensuring sustainability. Key activities include a defined Communication & Exploitation Plan, running communication events, and setting up a Regional "Alliance" Platform to foster long-term cooperation among local stakeholders and blue economy clusters in the North Africa and Mediterranean region.
